新华社海南博鳌3月28日电（记者郑明达、周慧敏）国务院总理李克强3月28日上午在海南博鳌出席博鳌亚洲论坛2019年年会开幕式，并发表题为《携手应对挑战 实现共同发展》的主旨演讲。来自五大洲60多个国家和地区的2000多位政界、工商界代表和智库学者参加。

李克强表示，博鳌亚洲论坛自成立以来，聚焦亚洲、放眼世界，已成为在亚洲乃至世界有影响的高层次对话平台。去年，中国国家主席习近平在论坛年会发表主旨演讲。今年年会主题是“共同命运、共同行动、共同发展”。期待会议凝聚各方共识，为亚洲和世界和平发展作出积极贡献。
李克强表示，当前国际形势正发生复杂深刻变化。面对世界经济下行压力等共同挑战，没有哪个国家能够独善其身。各方应共同抓住机遇、迎接挑战，寻求互利合作的双赢、多赢之道；要维护以联合国为核心的国际体系、以规则为基础的多边贸易体制，携手实现共同发展；积极推动全球治理体系改革，推动其朝着更加公正合理方向发展。
李克强指出，亚洲是维护世界和平稳定的一支重要力量，是推动世界经济增长的一个重要引擎。面对复杂的国际形势，亚洲各国要同舟共济，携手实现共同发展。各方要协力维护和平发展大环境，深化战略互信，共同维护好亚洲和平发展局面。协力提升区域一体化水平，尽早就区域全面经济伙伴关系协定（RCEP）谈判达成共赢方案，推动共建“一带一路”同各国发展战略对接。协力构建创新发展新格局，打造开放、公平、透明、可预期的营商环境。
李克强强调，对外开放是中国的基本国策。外商投资法是中国打造法治化、国际化、便利化营商环境的重要举措。我们将抓紧制定相关配套法规，确保年底前完成，明年1月1日与外商投资法同时实施。我们将进一步放宽外资市场准入，全面实施准入前国民待遇加负面清单管理制度。我们将持续扩大金融业、现代服务业等领域对外开放。我们平等对待内外资企业，大力加强知识产权保护，切实维护外商合法权益。我们将保持港澳台投资政策连续性稳定性，一如既往支持港澳台资企业发展。我们还将加快提升贸易便利化水平，今年要明显降低通关成本，提高通关效率。
李克强简要介绍了中国经济形势，指出，今年以来，中国经济稳定运行出现一些积极变化，市场预期得到明显改善，同时不稳定不确定因素增多，外部输入性风险上升。我们将保持战略定力，不会实施“大水漫灌”式强刺激政策，不会走铺摊子、粗放增长的老路，将强化政策落实，坚定不移依靠改革开放创新，兑现大规模减税降费等措施，激发市场主体活力，增强内生发展动力，顶住下行压力，保持经济运行总体处于合理区间，使中国经济长期向好稳定发展。
开幕式上，博鳌亚洲论坛理事长潘基文致欢迎辞。老挝总理通伦、韩国总理李洛渊、卢森堡首相贝泰尔、圣多美和普林西比总理热苏斯以及工商界代表先后致辞。
