籍忠亮，画家、书法家、诗人，号“自由笔”，自由职业艺术家。
“关于籍忠亮”, 用当代中国美术理论家，国画家，中央美术学院美术史系教授、博士生导师邵大箴的话说：“籍忠亮有不平凡的人生经历，这经历谈不上轰轰烈烈、壮丽辉煌，但充满艰辛、坎坷、冒险和神奇色彩。本来可以在家乡北京安安逸逸地生活和工作，但为了追求和实现自己的艺术理想，他毅然决然主动放弃公职，漫游全国…”。
六十年代生于北京，中央文史研究馆书画院南方分院副院长、中国国际友好联络会理事、广东省人民政府文史研究馆终身馆员、广东省社会科学院特约研究员、客座教授。
九十年代享誉粤港台及东南亚，游艺于大陆及东南亚二十年。2007年起客居广东，潜心艺术创作、教育及理论研究。被授予“广东省当代十大最具影响力书画名家”称号，被聘任为中央文史研究馆书画院南方分院副院长、中国国际友好联络会理事、广东省人民政府文史研究馆终身馆员、广东省社会科学院特约研究员、客座教授。出版有《籍忠亮作品集》、《籍忠亮诗书画集》、《畅惬以抒怀——籍忠亮水墨作品集》、《当代中国画名家作品选粹——籍忠亮》等专著十余部。
作品倍受东南亚高层政要、皇室贵族以及国内外学者名流、收藏大家所推崇。受到中国大陆党和国家领导人、东南亚各国及地区高层政要的接见，应邀在国内外高等学府讲学数十场。荣获国内外十余项艺术奖项和多种荣誉称号，受聘担任国内外多家高等学府的客座教授和讲师。先后发表了超过二十万字的绘画理论文章。

籍忠亮的作品先后被中共中央总书记胡锦涛、台湾时任国民党主席连战、台湾立法院院长王金平及南非曼德拉总统、国际奥委会萨马兰奇主席、台湾张学良将军、台湾陈立夫将军、泰国王室以及美国波士顿博物馆、中国国家博物馆、中国北京人民大会堂、台湾中国国民党中央党部、台北中正机场贵宾厅等收藏。
2005年，受到时任台湾中国国民党主席连战的邀请及亲率众多国民党要员和元老参加的高规格接待，在台湾国民党中央党部举行的迎接籍忠亮及夫人的仪式和记者招待会盛况空前，一时轰动东南亚。
近年来有多幅作品在社会上产生重大影响，如《历史的握手》、《重托》、《万类霜天竟自由》及《共和之魂》等。
随着籍忠亮作品一场场拍卖的巨大成功，他的艺术成就在全社会及海内外艺术界也引起了不小的轰动。新浪、央视网、网易、腾讯、雅虎、中国网、南方都市报、南方日报等国内多家媒体曾进行过报道。
籍忠亮主张“用作品说话”，近年来不断创作出具有较高艺术水准的精品国画力作，在社会上也产生了较为广泛的影响，而且国内外书画收藏者均出高价来收藏这些精品力作，高价的背后，是市场对书画家籍忠亮艺术成就的肯定。
2018年3月胡润研究院发布的《2017胡润艺术榜》上，籍忠亮荣登第27位，成为自2014年以来连续四年进入排行榜前百位的大师级艺术家。
籍忠亮虽然头顶不少光环，但他一直自称“自由派文人画家”。为人低调，淡薄名利，远离喧嚣。早年云游四方，饱览名山大川，领略自然天地。如今过着都市隐居生活，一为自己内心的那份恬静与怡然，二为潜心思考创作，当灵感来临时，可以即兴挥毫宣泄。他的画作即是他心情的最好写照。
2015年8月马来西亚前文化部长与艺术部长丹斯里阿都卡迪先生一行慕名拜访籍忠亮时，直感叹其精湛的艺术功力和高雅的生活格调。
