博鳌亚洲论坛2018年年会将于4月8日至11日在博鳌举行，本次年会主题为“开放创新的亚洲，繁荣发展的世界”。
在之前举行的中外媒体吹风会上，外交部长王毅介绍，国家主席习近平将应邀出席论坛年会开幕式并发表主旨演讲。
这将是习近平8年来的第4次博鳌之行。2010年，时任国家副主席的习近平就曾出席博鳌亚洲论坛年会。就任中国国家主席以来，习近平又于2013年、2015年两次出席博鳌亚洲论坛年会开幕式，并发表主旨演讲。

在那两次演讲中，习近平主席都传递了人类命运共同体、以邻为善、中国持续开放的信息。
一、命运共同体理念
2013年博鳌亚洲论坛年会的主题是“革新、责任、合作：亚洲寻求共同发展”，习近平主席发表的演讲主题则为“共同创造亚洲和世界的美好未来”。
2015年博鳌亚洲论坛年会的主题是“亚洲新未来：迈向命运共同体”，习近平主席发表演讲的主题是“迈向命运共同体开创亚洲新未来”。
在这两次演讲中，习近平主席都说过同样一句话：人类只有一个地球，各国共处一个世界。在2013年的演讲中，习近平主席说：“我们生活在同一个地球村，应该牢固树立命运共同体意识，顺应时代潮流，把握正确方向，坚持同舟共济，推动亚洲和世界发展不断迈上新台阶。”在2015年的演讲中，习近平主席表示，“面对风云变幻的国际和地区形势，我们要把握世界大势，跟上时代潮流，共同营造对亚洲、对世界都更为有利的地区秩序，通过迈向亚洲命运共同体，推动建设人类命运共同体。”
建设人类命运共同体这一理念由习近平主席倡导并亲自推动，已经成为中国外交的一面旗帜，它也已经被写入联合国决议、安理会决议、联合国人权理事会决议。构建人类命运共同体是中国针对当前全球面临问题所贡献的中国思路、中国方案，这一思想正日益凸显其时代价值，显示出强大的国际影响力、感召力、塑造力。

二、与邻为善、以邻为伴理念
博鳌亚洲论坛首先是面对全亚洲的一个论坛平台，通过亚洲辐射世界。因此在博鳌，习近平主席曾多次通过论坛这个平台，强调以邻为善与邻为伴的周边外交理念。
在2013年的演讲中，习近平主席指出，“亲望亲好，邻望邻好。”中国将坚持与邻为善、以邻为伴，巩固睦邻友好，深化互利合作，努力使自身发展更好惠及周边国家。亲仁善邻，是中国自古以来的传统。亚洲和世界和平发展、合作共赢的事业没有终点，只有一个接一个的新起点。
在2015年的演讲中，习近平主席则表示，“远亲不如近邻。”这是中国人很早就认识到的一个朴素的生活道理。中国坚持与邻为善、以邻为伴，坚持睦邻、安邻、富邻，秉持亲诚惠容的理念，不断深化同周边国家的互利合作和互联互通，努力使自身发展更好惠及周边国家。
三、宣示中国改革开放
博鳌亚洲论坛是一个开放的平台，也是宣示中国对外开放的窗口。在过去几次演讲中，习近平主席都会宣示中国对外开放的承诺。2013年出席年会时，习近平主席发表主旨演讲称，“我们将坚持改革开放不动摇”。两年后，他在同一场合再次作出“更加坚定地深化改革开放”的宣示。除此之外，他还指出一个事实：中国的发展对各国来说是巨大的机遇。
2013年演讲中，习近平主席指出，我们要秉持开放精神，积极借鉴其他地区发展经验，共享发展资源，推进区域合作。据测算，今后5年，中国将进口10万亿美元左右的商品，对外投资规模将达到5000亿美元，出境旅游有可能超过4亿人次。中国越发展，越能给亚洲和世界带来发展机遇。
在2015年的演讲中，习近平主席表示，中国经济发展进入新常态，将继续给包括亚洲国家在内的世界各国提供更多市场、增长、投资、合作机遇。未来5年，中国进口商品将超过10万亿美元，对外投资将超过5000亿美元，出境旅游人数将超过5亿人次。中国将坚持对外开放的基本国策，不断完善国内投资环境，保护投资者合法权益，同大家一起，共同驱动亚洲发展的列车，不断驶向更加光明的未来。
